Long before its official establishment in 1926, the area was shaped by natural resources and early enterprise. Along Swift Creek, gristmills such as Swift Creek Mill supported a largely agricultural community where farms and small-scale industry formed the backbone of daily life. These early production and trade systems established a pattern that would define the area for generations: using its geography to support movement, exchange and local commerce.
Situated between Richmond and Petersburg, the community developed along key travel routes that moved goods and people through the region as early as the 18th century. That foundation carried into the 20th century with the development of the Richmond-Petersburg turnpike, now known as Route 1 or the Boulevard, firmly establishing Colonial Heights as a center of regional accessibility.
As automobile travel increased in the early- to mid-20th century, that accessibility gave rise to a new kind of local economy. Roadside businesses, motor lodges and small tourism-oriented establishments began to line the Boulevard, serving travelers moving between major East Coast destinations. Hospitality, convenience and service became defining features of the local economy – an early version of the regional draw the city still experiences today.
That evolution continues to define Colonial Heights’ role.
Today, the city serves as the retail hub of the Tri-Cities region. Rather than relying on heavy industry, Colonial Heights has built a stable, sustainable economy around commerce, services and regional draw. Its strategic location allows businesses to reach a broad customer base, while residents from surrounding communities depend on the city for shopping, dining, and essential services. This consistent flow of activity supports local businesses and reinforces the city’s economic resilience.
As Colonial Heights celebrates its 100th anniversary, its focus extends beyond access to quality of life.
The city continues to invest in spaces and experiences that strengthen community identity and livability. Events such as the Fort Clifton festival, held annually at the same-named park, draw residents and visitors together while highlighting the area’s history and natural setting. Now in its 50th year, the festival reflects a community that values both its heritage and its future.
Colonial Heights represents a distinct model of economic success – one built not on industry alone, but on access, adaptability and regional connection. From early mills and farmland to roadside hospitality and modern retail, the city has consistently evolved to meet the needs of its residents and visitors alike.
